PROPOSED REFORM. POWERS OP JUDGES TO BE CURTAILED. PARIS, November 19. Owing to the methods adopted at trie trial of Madame Steinheil, the Government has introduced a Bill to limit the judges powers of cross examination. France is shocked at , the present antiquated and inequitable methods of procedure.
