TRIBESMEN RETIRE FROM ARDEBIL. TOWN PROTECTED BY RUSSIANS. Riceived November 18, t 8.30 a.m. TEHERAN, November 17. Rakhim Pasha, in command of the tribesmen who captured Ardebil and held it on behalf of the deposed Shah, has now quitted the town-, winch is temporarily protected by the Russians.
