BRITAIN AND GERMANY.
WHAT BRITAIN NEEDS. Received November 14, 5.5. p.m. LONDON, November 13. Admiral Sir N. Bowden-Smith, jgpeaking at the National Service League, remarked that Prince Henry ,of Prussia, when recently conversing with a friend, stated that the J&ai&er was deeply affected by English criticism of himself. While repudiating any intention of teaching England,, he considered England should have a strong Territorial Army by compufeion. Tbe Admiral urged the need of a strong raavy and a bona fide territorial force to give the Navy more freedom of actioß, "If," said the Admiral, "we had a* stronger o*avy it would he removing a great temptation from Germany, but at present it could hardly be said that we had command of the sea beyond our shores."
