A NOTE OF DISSENT. (Jnited Press Association—By Electric Telegraph Copyright. Received November 11, 8.15 a.m. OTTAWA, November 10. Mr Monk, Leader of the Quebec Conservatives, in a speech at Lachine, near Montreal, said Sir Wilfrid Laurier's naval policy ought first to be submitted to the electors. The construction of a navy, he declared, was beyond Canada's resources, and a navy woud be useless for assisting to maintain the Motherland's supremacy at sea. He was adverse to Canada mixing with European militarism and generals. Canada's advance —indeed, her very existence —were, said Mr Moore depandent on works of expansion and development.
