PERMANENT ARRANGEMENTS. LABOUR PARTIES DIFFER. Received November 5, 10.45 a.m. SYDNEY, November 5. The State Labour party haa decided to support the Premier (Mr Wade) in making the Federal financial proposals permanent. The Federal Labour party resents this action, and declares that the Brisbane Conference never intended that the Federal Government should be hampreed by permanent financial arrangements. The members of the New South Wale 9 party deny this. They declare that the conference fully meant that the proposals should be permanent, in order to give security lo the State Treasurers
