Everybody knows that the expenditure is cut and dried by the Ministry, and tnat Parliament votes away millions of money without the slightest idea as to now far the expenditure is justified in the interests of the State. Sir Joseph Ward, however, thinks that he has effectually silenced all objections when he states that both Mr and Mr James Allen are as eager as anybody to get public money expended in their constituencies. In Mr Massey and Mr Allen we have, says the "Press," two honest men who hate the system, who believe v it is working incalculable evil> yet so long as' it is in existence they are bound to take advantage of it. If they did not do so they would lose their seats. That would Buit Sir Joseph Ward very well, but we. do not see how it would benefit the cause of pure government and economical administration.
