Received November 4, 8.20 a.m. LONDON, November 3. M. Clement Bayard's balloon visit to London has been postponed indefinitely. The garage at Wormwood Scrubs has been completed. ' It was recently arranged that a Clement Bayard dirigible balloon should be buiit in France and taken across the Channel under its own power, so that it could be examined, tested, and, if approved, purchased for the British Government.
