THE LULL IN EUROPE.
'For the moment there is a singular and significant lull in Europe. The fear of war is passing away. There is, indeed., an almost total absence of international friction. Profund peace broods over the Great Powers. This would prove a most gratifying state of things were it not that side by side with it there is going on silently and secretly preparations for war on a scale unprecedented in the history of the worM. While all the Great Powers prole -a, and probably with sincerity, to be animated by a desire to preserve the peace of Europe, they are all adding enormously to their armaments. AH this seems to point to an impending danger that is lurking in the near future. Statesmen foresee the possibility of vol* canic eruptions at some of the danger spots in Europe, and are getting ready for emergencies. The death of the aged Emperor of Austria is generally believed to be an event that, when it happens, will be followed by startling and disquieting changes. These fears, of course, may prove to be ill-grounded, but it is better to he prepared for the things that do not happen than to be unprepared for the things that do.
