TO GUARD AGAINST SOCIALISM.
LAND FOR THE PEOPLE

The Right Hon A. J. Balfour, Leader of the Opposition, in a preface to Sir Gilbert Parker's pamphlet "The Land for the People," remarks that more is required for the full success of the small farmer than the magic of ownership, and it may be described in two words "credit" and "co operation." Sir Uilbert Parker, in a letter to "The Times," declares that Mr Balfour has in his programme embodied the Unionist policy of small owner ship of land. He adds that the Radical Party has committed itself irrevocably to the principle of perpetual tenancy. The "Daily Mail" declares that the Radicals, owing to Socialist opposition, dare not create a multitude of small landowners. These would &e a buttress against doeialism.

HOSING A PRISONER
STATEMENT BY MR GLADSTONE. "GRAVE ERROR OF JUDGMENT." Received November 3, 8.5 a.m. LONDON, November 2. In connection with the hosing of a suffragette in the Manchester Gaol, Mr Gladstone, Home Secretary, explained, in the House of Commons, that the Visiting Committee and the gaol officials were afraid to break open the door lest the walls should fall. The hose was ordered to be played firstly on the ceiling, then for two or three minutes on Mra Strangeways* shoulders. The hinge of the door was next removed, and the prisoner was conveyed to the hospital. The Visiting Committee, said the Minister, was anxious to support the officials in authority, and act in the way least likely to injure the prisoner, but in his (Mr Gladstone's) opinion the committee had been guilty of a grave error of judgment,
It was reported that owin,? to Mrs Strangeways barricading her door with a plank bed, the gaol officials inserted a hose through the window and drenched her with waxer for an hour. Finally the door was broken open.
