Copyright. Kftceived November 1, 8.55 a.m. OTTAWA, October 31. The Canadian naval scheme contemplates fortification of Sydney, Cape Bieton, owing to supplies of coal for the East Coast passing that place. Experts have made surveys with the view of constructing defence works. The Canadian Government has refused to subsidise the proposed ducks at Levis. Canada, and St Johns, New Brunswick, to the extent suggested by a recent 'imputation. The Government believes t.mt smaller Federal assistance will be sufficient to ensure completion of the enterprise.
