neceived October 28, 8.25 a.m. LONDON, October 27. Keuter's Agency states that in view of tne approaching conference establish a mining Jaw in Morocco, the German Mannesman!) Group has taken the opinion of thirteen authorities on International Law. including Professor Westlake, of Cambridge, who are unanimously agreed that the Mannesmann concessions do not come within the scope of the conference. The Jconcessions cover one-tenth of the whole area of Morocco.
