AUSTRALIAN DEFENCE BILL.
PROMOTION TO RANK OF OFFICER. Received October 22, 30.30 a.m. MELBOURNE, October 22. The Federal House of Representatives inserted a new clause in the Defence Bill providing that promotions to the rank of officers shall be made from those who have served in the ranks.
