RUSSIA AND FINLAND.
ANNEXATION OF A PROVINCE. Received October 21, 10.20 p.m. LONDON, October 21. The St. Petersburg correspondent of the "Daily News" reports that the Russian Government intends to annex the province of Viborg from Finland. A force, including Cossacks and artillery, has been sent to overawe the inhabitants. The justification of .the annexation is that Viborg, which is within an hour's journey of St. Petersburg. might form the base for insurgents i in the event of a revolution.
