RUSSIA AND TURKEY.
POLITICAL AND MILITARY UNDERSTANDING. Received October 8, 10.5 p.m. LONDON, October 8. The "Konische Zietunß" states that Rifaat Pasha is visiting tha C?ar for the purpose of securing a political and military understanding between Russia and Turkey, ard conceding a passage for warships through the Dardanelles. Rifaat Pasha has been instructed to brinu about a meeting of the Czar and Sultan.
