AMERICAN ADMINISTRATION. CONDEMNED BY PRESIDENT TAFT. DISGRACE TO CIVILISATION. United Press lAssociatlon—Dy Telegraph Copyright. Received September 20, 9.30 p.m. NEW YORK, September 20. President Taft, speaking at Chic ago, condemned the administration of American criminal law as a disgrace to civilisation. He contrasted the delays in American Courts with the speedy businesslike procedure of the English Courts. He had also found that undue delays occurred in the civil courts. It is reported that President Taft favours the appointment of a commission to devise means of reform in regard to the Federal Courts, to serve as a model to the State Courts.
