Mi Keir Hardie, M.P. for Merthyr Tydvil, and formerly chairman of the Labour Party in the Huuse, addressing the Trade Union Congress at Ipswich, said the Labour Party had put the right to work or maintenance in the fore front of their demands. Now there was a promise that the claims would be admitted. State insurance against unemployment, said Mr Hardie, would be the equivalent of maintenance, and the Development Bill, which was thu most revolutionary measure ever introduced into Parliament, would provide work. The Government, had also promised insurance against sickness, and, altogether, concluded the speaker, they were on the eve of great developments.
