AERIAL NAVIGATION.
STIMULUS TO INVENTORS.
PRIZE OFFERED BY FEDERAL GOVERNMENT. Halted Press Association—ny ii.ci.iric Telegraph Copyright. Received September 2, 10.40 a.m. MELBOURNE, September 2. The Minister for Defence has approved regulations for the prize of five thousand pounds for the best flying machine suitable for military purposes. The regulations provide as follow: The inventor must have been resident in Australia for at least two years, and be an Australian born or a naturalised British subject. The machine must not be supported by any gas lighter than air. As far as possible, the machine must be constructed in Australia by Australians. It must be capable of poising, returning to its starting place, travelling at a rate not less than twenty miles an hour. In a test the machine must carry at least two passengers, and the total loading above the complete weight of the machine must be not less than 350 pounds. The inverter must possess sufficlient novelty to warrant the granting of letters patent. The successful machine, if satisfactory for military purposes, is to be placed at the disposal of the uommonwealth Government for a period of three months, at a price to De fixed by arbitration. »
