REFORM MEASURES PROMISED. Recieved September 1, 9 a.m. LONDON, August 31. The President of the Board of Trade, the Right Hon. Winston Churchill, in reply to a deputation suggesting that steps should be taken to compel the railways to issue monthly third-clanu season tickets, stated that he contemplates the introduction into Parliament of a general reform measure dealing with railway travelling in a much larger and bolder manner.
