WELLINGTON HARBOUR BOARD.
QUESTION OF CONSTITCJTON.

The question oE the constitution of the Harbour Board was discussed at the meeting of the Wellington Harbour Board this afternoon, when the Wharves and Accounts Committee recommended that the Minister of Marine should br requested to recast the constitucdioi of the Board on the following lines: —1. That tho Board shall consist of fourteen mem bers. 2. That the Mayor ol the city of Wellington be no longer an exofficio member. 3. That five mem bers be elected to rjpresenfc the City of Wellington jointly with the Boroughs of Onslow, Karori and Miramar. 4. That the above five members be elected on the Municipal franchise, 5. That one member be el-ii-tid by the companies, firms, persons and others who have severally paid by the Board £3 or upwards of Harbour dues in respect to ships during the year ending the 31st day of December last preceding the election. 6. That one member be elected by the companies, firms, persons and others who have severally paid to the Board £3 or upwards of Harbour dues other than due 3 in respect of ships during the year ending the 31st ] day of December last preceding the j election. 7. That one member be elected by delegates from the Boroughs o£ Petone, Lower Hutt, Eastbourne, the town districts of ville and Upper Hutt, and the Coi*itias of Hutt, and Makara, an;! from any counties, boroughs or town districts hereafter to be constituted within or from the siid Counties. 8. That two members be elected by delegates from the Couuties of Wairarapa South, Masterton, Pahiatua, Akitio, Eketahuna, Maunceville, Castlepomt, Featherston, the town district of Feather-ston and Martinborough, and the boroughs of Greytown, Carterton, Masterton, Eketahuna and Pahiatua, and from any counties, boroughs, or town districts hereafer to be constituted within or from the said counties. 9. That two members be elected by delegates from the Counties of Manawa u, Oroua, Horowhenua, Pohangina, Kairanga, Kiwi tea, and the boroughs ofPalmerston North, Fc-ilding, and Levin, and from any counties, Loroughs, or town districts hereafter to be constituted within or from the said Counties. 10. That two members be nominated by the Governor. The Board at considerable length discussed seriatim the resolutions, which it was ultimately agreed to recommend to the Minister, with the following amendments The Board to consist of thirteen members, three for Wellington City ; two for payers of dues; two for the Buroughs of Petore, Lower Hutt-. Onslrr.v,. Karori, Miramar and Eastbourne, the town districts of Johr.;onvi:lo ;;n(!
Upper Huti:, and Hutt and i\lnkara Counties; two for Wairarapa; two for Manawatu; and two nominated by the Governor.
