Received August 25, 11 p.m. LONDON, August 25. The returns of the Naval expenditure of the principal Powers show that while Britain's total is 35 millions sterling as compared with Germany's 19£ millions, United States' 281 millions, the [total amount voted for new construction'by Germany, namely, £10,751,000, exceeds that of Britain by half a million, while the United States amount is £lO,015,000.
