Received August 23, 1120. p.m. ' NEW YORK, August 23. Two American battleships, votes 'for which were "recently passed by I the Government, are about to be >Jaid down. They will have a speed of 20 knots, and will cost with armatment, including 12-inch guns, £2,000,000 each. It is reported that Mr Meyer, Secretary of the Navy, proposes to put twelve 15-inch guns *on the two 30,000-ton vessels to be constructed'shortly.
