I The departure of the ex-Shah has been postponed owing to the discovery that his private estates in the province of Azerbaijan are largely hypotnecated to the Russian Bank for debts contracted when he was Crown Prince. The Nationalists are anxious to avoid control of the estates passing to Russian agents, and suggest that the ex-Shah should be granted an increase of pension if the property is ceded to the Persian Government, which is willing to ilquidate the arrears of payment.
