FINANCIAL SCHEME DISUUSSED. Keceived August 17, 11 a.m. MELBOURNE, August 17. The Federal Premier, Mr Deakin, attended the Premiers' Conference and discussed a financial scheme. The consultations are being continued to-day. Great pains are being taken to secure absolute secrecy. It is understood that the States are prepared to accept a settlement on a per capita basis.
