A seriou3 difficulty has arisen between China and Japan over the latter proceeding to widen and relay the Mukden-Antung railway without uhinese co-operation. The line was originally laid for war purposes, and China agraed to its reconstruction. Procrastinations and obstructions forced Japan to take independent action. The Japanese War Office asserts that Japan is prepared for every eventuality. -■«■■. Dr Morrisjn, correspondent of '<*; The Times," asserts that' the Chinese Opposition is due to Japan taking the land whereon the railway is laid, wihout compensating the owners.
