BANQUET ON A I OYAL YACHT. Received August 4, 9 a.m. LONDON, August 3. The Czar of Russia, who was invited by King Edward to witness a naval review at Spithead, was warmly cheered as the Impel ial yacht passed through the lines of the British Fl^et. Sir Edward Grey, Secretary for Foreign Affairs, and the Right Hon. R. M'Kenna, First Lord of the Admiralty, h.-d long conversations with the Czar and M. Izvolsicy, the Russian Foreign Minister.

At a banquet on board the Royal yacht Victoria and Albert, King Edward cordially greeted Czar Nic'itlas, and referred to the recent visit of delegates from the Russian Duma. The Czar, in his reply, made a pyrrpathetic reference to the late Q jeen Victoria, and expressed deep appreciation of the cordiality of the wekome accorded to the Empress and himstlf. An op:n letter has "been addressed to Sir EdWard v Grey, Secretary of State for Foreign Affairs, in regard to political offences in Russia. It bears t*ie signatures of the Bishops of Birmingham and Hereford, several deans and pastors, three peers, seventy-three members of the House of; Commons, .and a number of aathors, editors, and professors. *

The letter urges that Britain should exercise her friendly influence, on humanitarian grounds, to secure a rd axition of the severity of repressive measures.

THE CZAR'S YACHT. I "GUARDED LIKE A PLAGUE BOAT." Received August 4, 9 a.m. LONDON, August 3. Mr Keir Bardie, Socialist member for Mprthyr Tydvil, speaking at Sutton Coldfield, Warwickshire, said the Czar's yacht was being guarded like a plague boat. , ""Precautions si be taken to guard us," said Mr Hardie, "against the contamination of his presence."
