Twenty suspects, including two Russian anarchists, have been arrested at Cherbourg, where Czar Nicholas of Russia has been visiting the French President. The Czar had a long audience with M. Pichon, the French Minister for Foreign Affairs. The Paris newspaper "Le Temps" comments upon the fact that the Czar and President Faliiere3 did not refer to French and Russian friendship with Britain. M. Pichon, interviewed regarding the Czar's meeting with King Edward, declared that it wouid excite suspicion in no quarter. The Czar received a party of French Crimean veterar.s, and presented them with gold medals which are granted to Russian soldiers for bravery. The French fleet escorted the Im- J perial vacht Standart across (he Cnanntl to Spithead. RECEPTION BY KING EDWARD. BRITISH FLEET INSPECTED. Received August 3, 9.20 a.m. LONDON, August 2. I<is:g Edward welcomed the Czar and Czaritsa on their arrival at Cowes.
