THE BUDGET SPEECH.
POSTPONED FOR A FORTNIGHT.

Asquith (Prime ■ Minister) announced in the House of 1 Commons that the Budget debate would be postponed probably for a 1 fortnight. The newspapers surmise that allnight sittings have been a severe strain on Mr Lloyd-George, and the delay will give him an opportunity to recast some of the clauses. Onlynine clauses out of 74 will be discussed by the traditional date of the closing of the session. LONDON, July 23. I During the discussion on the Foreign Office vote, Mr Arthur Henderson, Labour M.P., criticised Sir E. Grey's policy with regard to Bosnia and Herzegovina, believing that Britain's protest against the annexation was too strong. Sir E. Grey replied and justified his action in correction with the Nearer East Crete and the Congo. MacNeill (Nationalist) declared that the largest Dreadnought could easily be floated in tbe innocent blood shed in Russia. Mr V. Grayson (Socialist) said that as bad as Britain is in her treatment of her poor, she was toa good to have her traditions besmirched by coming in contact with this exceptional monster. A motion to reduce Sir Edward Grey's salary was lost by 187 votes to 79.
