THE CABINET'S RESIGNATION. • PARISIAN PAPERS ASTONISHED. United Press Association—By Electric Telegraph Copyright, Received July 22, 11 p.m. PARIS, July 22. One hundred and seventy-five members of the Chamber of Deputies were absent in Scandanavia in connection with the inter-Parliamentary pasifist demonstration, and in consequence of the new attendance lists abolishing proxy voting, M. Clemenceau's supporters were unable to cast at the bailot their absent comrades' votes, of which there would have been enough to necure a win. The Parisian newspapers are astonished at the crisis, and blame M. Clemenceau for referring to M. Delcasse's foreign policy. The German papers sharply attack M. Delcasse. M. Clemenceau is urging President Fallieres to reconstruct the old Cabinet, and appoint a new Premier in succession to him. A motion of no-confidence in the Government was carried by 36 votes and M. Clemenceau and the members of the Ministry thereupon resigned. ' ___
