The Finance Bill was again discussed iti committee in the House of Commons. A long and acrimonious debate arose on the question of exemptions from the reversion duty, lasing until 7 o'clock this morning. Mr Balfour, leader of the Opposition, declared that the conditions under which the business of the House was conducted were scandalous and monstrous. The members of the Opposition were obliged to sit night afcer night, while squads of Ministerialists were resting. Clauses 8 and 9 of the Bill w ere carried.
