STRONGEST SAFEGUARD OF' PEACE. SPEECH BY KING EDWARD. Received July 8, 8.50 a.m, LONDON. July 7, King Edward, who is making a visit to Liverpool, congratulated the city on its progress and on its splenJid cathedral. His Majesty added that with religion, patriotism joined hands-. It was not unfitting that his journey should be associated with the reviewing of the Territorial Forces. His hope was that their services would never be required; but readiness for defence is the strongest safeguard of peace. He was sura that Lancashire would spare no efforts for the protection of the country
