GOVERNOR'S SPEECH

PROPOSED LEGISLATION

The Governor's Speech referred to the sound and satisfactory condition of the public finances. The Ministers attached higher importance to closer settlement, and proposed to acquire further estates suitable for settlement. The Government alsu proposed in the immediate future to extend the operations of the immigration bureau with a view to attracting increased numbers of settlers. Speciai attention is to be pa'd to forestry with the object of properly protecting and developing the timber resouces of the Si;ate. Amongst.other measures proposed is a Bill to protect women engaged in the factories by prohibiting their employment at night time.

The Speech expressed the opinion that the Premier's Conference proposals in reference to financial relations with the Commonwealth were so equitable that they should receive the moat favourable treatment at the hands of the Commonwealth.

CHANGES IN QUEENSLAND

MINISTRY.

BRISBANE, June 29.

Parliament was informally opened to-day. The following changes were made in the Ministry;—Mr Barnes succeeds Mr Barlow as Minister of Instruction; Mr Jackson takes control of Mines in place of Mr Appel, who will become Home Secretary; Mr Bell, late Home Secretary, has been elected Speaker.
