Lord Milner, speaking at the Compatriots Club, and referring to the great defence movement now stirring the Empire, remarked that the Dominions desire and mean business in connection with this matter. Lord Milner added: The occasion calls for a bold, constructive policy. The more courageous and comprehensive the proposals advanced by the Home Government the greater their chance of success.
