The Kaiser and Czar exchanged most cordial visits aboard the Royal yachts Hohenzollern and Standart at Bjoku. t Ms. Schoen, Stolypin and Isvolsky accompanied tneir Sove* reigns. The Kaiser luncheoned aboard the Standard, and remained to tea. RUSSIAN NEWSPAPER? NOT ENTHUSIASTIC. Received June 18, 9.35 p.m. ST. PETERSBURG, June 18. Reuter states that the Russian newspapers show little enthusiasm over the ~meeting ""of thrCazrand' Kaiser. The "Bourse Gazette" declares that the time has passed when the Russian policy depends on Berlin. 'Other papers advocate the maintenance of the present relations' with France and Britain.

PETERSBURG, June 18. 2 The strict precautions taken ta guard the Czar during j the cruise led to an unfortunate , incident on Wednesday night in the vicinity of Bjorko. A Kussiaii torpedoer fired a [blank cartridge on the British cargo steamer Woodburn (uaptain Roberson), bound from Fredricksham for Helsingfords. Five seeoncfe later two shells were fired on the steamer, and some of the Wood barn r 3 steampipes were damaged, bulwarks stove in, and the stokehold casing riddled.
A fireman named Boyne was badly wounded in the leg, and was sent to Viborg Hospital.
The Woodburn had a pilot oa board.
It is surmised in London official circles that the warshins were in-*, structed to prevent vessels approaching too closely to the squadrons. The newspapers are of opinion that the Russian sailors, owing to the strain of watching, were seized with a nervous One telegram reports that besides Boyne three others were slightiy wounded.
