PRESIDENT TAFT RECOMMENDS AN INCOME TAX.

INDISPENSABLE IN A GREAT CRISIS. Received June 18, 8.15 a.m. NEW YORK, June 17. President Taft, in a message to Congress, recommeuda the imposition of a tax of 2 per cent, on the net earnings of corporations, which he •ostimates will bring in to the Treasury 50,000,000 dollars (£lO,000,000) annually. The President also recommends an amendment of the Constitution enabling the United States Government to levy an income tax without appointment (?apportionment) among the States. He adds: "It is undoubtedly a proper tax, which the Government ought to have; and it might be indispensable to the nation's life in a great crisis."
