PRISONS OVERCROWDED, ABOLITION OF CAPITAL PUNISHMENT. REJECTED BY THE DUMA. United Press Association—By Electric Telegraph Copyright. Received June 4, 9.5 a.m. ST. PETERSBURG, June 3. Prince Kuropotkin states that Russians prisons reported to be capable of holding 90,000 persons, now hold 181,000. The Duma has rejected a Bill abolishing capital punishment, on the ground that courtsmartial can order executions outside the Duma's competence.
