A Special Loan'O* twelve thousand pounds ({ 12,000) for the purpose of construction and improvement'of the roads and footpaths in the principal business and residential streets of the Borough.' conditionally upon the combined rate tf interest and sinking fund not exceeding, M per centum per annum, and for such purpose to make an annually recurring special rate of .50d in the £ upon the whole of the unimprovei rateable pro- j perty within the said Borough as secur- \ ity for the interest aud sinking fund in connection with such loan.
