THE POSITION IN EUROPE. LIMITATION OF ARMAMENTS. MR CARNEGIE'S PROPOSAL. Received June 1, 10.20 p.m. LONDON, June 1. \ Mr Andrew Carnegie is personalis sounding the Powers in regard to the reception likely to be accorded to his proposal that President Taft should summon a friendly international conference in 1910 to discuss the question of limitation of armaments and the submission to arbitration o all questions arising at sea; also as to arriving at an agreement that 311 private property should be made immune on sea. Mr Carnegie, interviewed by the "Daily Mail" correspondent at Pari;!, declared, that Europe was Dreadnought mad. All this was due to German and Bnthsh rivarly.
