Louth, Lincolnshire, addressing a meetine at the Empire Club, Toronto, said Canada was unprepared -for Freetrade throughout the* Empire, and Britain was not rcadv to be taxed upon gr.ain and raw material. Between : the two positions, however, Sir Robert said there was a wide.field for preferential arrangements between Britain and the overseas Dominions. He looked forward to a federation of the Empire for defensive'arid tirade purposes.
