RAILWAY EQUIPMENT. The past energy of the department appears to have been exhausted in running too many trains and affording too few facilities upon some lines and in running too many trains and affording too many facilities upon others. Hays the "New Zealand Herald," will be the most successful Minister of Railway of recent year it" he reforms this undesirable policy and teaches his subordinates that those who bring profitable business to his department are customers to be encouraged and convenienced, not enemies to be snubbed and belittled, as has been the departmental manner in the past.
