AFFAIRS IN TURKEY.
SPEECH FROM THE THRONE. Received May 21, 10 p.m. CONSTANTINOPLE,. May 21. The Sultan's speech from the Throne, renewing the pledge to uphold the constitution and appealing to all Ottomans for co-operation in the reforms, was warmly applauded. The Sultan declared that with God's help such events as the Adana massacres, would not occur again n any part of the Empire.
