NON-PAYING RAILWAYS.
Sir Joseph Ward now tells the Dominion that they can build railways so long as they guarantee the State against loss. The principle appears to us, says the "Wanganui Herald," to be thoroughly sound. In the first place, it should for all timo put a stop to the wild-cat schemes promoted purely for electioneering purposes, and should place districts on an equality. It is manifestly unfair that the North Island, for instance, should be called upon to make up the deficiencies on some of the "white elephant" lines in the South, where it m?y be found necessary to raise rates and curtail the time-tables in order to bring them up to something like a paying point.
