CHECKS ON IMMIGRATION.
LEGISLATION BY UNITED. STATES CONGRESS. Received May 21, 8.30 a.m. LONDON. May 11. The New York correspondent of "The Times," discussing forthcoming legislation and the suggested increase of the head tax on immigrants, remarks that Congress plainly favours the controlling of immigration from the South of Europe owing to the admixture of criminals and other inferior types. If possible, Congress would prefer to restrict immigration to British and other peoples from Northern Europe.
