President Taft, in a message to Congress, refers to the grave situation in Porto Rico, owing to the failure of the Porto Rican Assembly to pass the Appropriation Bills. The authorities were evidently incapable of self-Government, and political power had been extended to the Porto Ricans too soon. He recommended the compulsory£appropriation of the necessary funds.
