PROPORTIONAL REPRESENTATION.

It is time that the public men of this country gave some attention to the subject of proportional representation, says the "Lyttelton Times." Mr Massey has already declared in its favour, and though Sir Joseph Ward has made no definite pronouncement, at T least one of his colleagues is in staunch agreement with Mr Massey. The question of representation is of such vital importance that something should be done to place it on a permanently satisfactory basis. The advocates of proportional representation have made out a very strong case to be answered, and unless its opponents can make out a stronger one it must make headway among all thoughtful people.
