TO STOP THE "WELSHER."
A remedy for the "welsher"„ is simple, remarks the,"Hawera Star." At the first opportunity next session, if Parliament does not remove the bookmaker altogether, it should at least amend its legislation by providing that every application for a bookmaker's license shall be accompanied by a guarantee of, say, .SIOO that all wagers made will be promptly settled. Another way out of the difficulty would be the establishment of a Tattersall's, the society of bookmakers to be jointly responsible for the wagers of individual members. A movement for the formation of some such society has, we understand, been on foot for some time, but the scheme does not seem Jikely to be completed without legislative compulsion. In one way or the other the public should be protected, and it is for the Government, who made this wholesale robbery possible, to apply the remedy.
