AMERICAN TARIFF BILL.

PREFERENCE TO BRITAIN AND HER COLONIES. Received April 10, 4,30 p.m. < NEW YORK, April 10. The United States House passed Mr Rayne's Tariff Bill by 217 votes to 161.

The Bill includes a clause relating to preference to Britain and her colonies, and a paragraph providing for retaliation for the British Patents Act has been omitted. Petroleum,' tea and coffee are placed on the free list.
