MESSINA.
IN A BAD CONDITION. NO HABITABLE DWELLINGS. ROME, April 9. King Victor Emanuel and Queen Elena are indignant at the condition uf Messina, which is without a thoroughfare or habitable dwelling, beyond huts and railway carriages. There is no water, light, or sanitation in the town, and swarms of flies are carrying the germs of disease.
