CONCESSION TO A GERMAN FIRM. Received April 11, 4.30 p.m. LONDON, April 10. The Fez correspondent of the "Daily Mail" reports that despite the Franco-German agreement of February providing for equality of treatment for the respective nations in connection with the concessions, the German Consul has secured the confirmation of three concessions for mining rights granted to Messrs Mannesman and Co., a German firm, by Mullah Hafid, before his recognition as Sultan. The incident threatens to bring about' a renewal of the recent controversy.
