o THE GIFT OP DREADNOUGHTS. STRENGTH OP EMPIRE TIES. COMMENT BY THE "SPECTATOR." Received April 5, 8.25 a.m. LONDUN, April 4. The "Spectator," discussing the defence question and New Zealand's offer of a warship, says: —"Whatever the offers of Australia and Canada may be, they will be accepted with sincere pleasure: but the world will not realise the strength of the ties uniting the various communities of the Empire until the moment of peril arrives. The British people are determined that New Zealand's gift shall be treated purely as a gift, and in no sense as a relief to the taxpayer. The Dreadnought has been offered to make assurance doubly sure."
