A LEGISLATIVE FAILURE.
If it is still considered desirable that bookmakers should be licensed upon a racecourse, the oomrhonsense method of requiring them to produce certificates of good character from the police would prevent licenses being issued to all descriptions of individuals. This would undoubtedly act as a very great check upon the evil of betting, and would confine the practice to the amongst the professional gamesters. And a rigid enforcement of the law against street • bettiog is also demanded. This is absolutely illegal, yet it appears to be carried on openly. The police in large cities appear to be very lax in this respect. Street betting is constantly carried on with impunity, remarks the Marlborough "Express," yet we seldom or never hear of any prosecution. Why do these lawbreaker enjoy such immunity?
